Lucian wants his first component early enough that one Q through the wave plus a passive weave actually sticks, because he drops off harder than peer ADCs when that timing slips and his early leads age quickly once fights get long and tidy
Start by assuming you do not need to dash yet. If you already have Q through the wave, an auto, or support CC creating the trade, walk first and see what answer they give you. E is best when it either keeps your passive chain going, sidesteps the spell that would end the trade, or turns a small health lead into one more clean double-shot. In lane, that usually means dashing after damage has started, not to begin it. In fights, use it once the target is already committed or pinned, so the dash changes the angle of your next passive instead of announcing yourself early.
